Equipment: ball and clubs

The legislation for conforming balls and clubs lies with The R&A and the USGA. For many decades, their worthy intention has been to allow only design which conserves the balance between power and skill. Which also ensures that skill cannot simply be “bought”. It is a matter of opinion whether these ideals have been realised. But it is a matter of record that the legislation has comprehensively failed to protect our courses from the expense of constant architectural change. So what can be done to halt the trend?
